I heard that once my African husband gets here, it may be up to 3 years before he can work. Is this true?

Basically,I was told that he may not be able to work because of legalities and citizenship. Can some one please help me clarify this? Thank you so much for any info that you might have abotu marrying a forgiener and attempting to get them into the US!
